As early as 2009, consumers had strong views of the use of incentives. According to Deloitte’s 2009 Survey of Health Care Consumers:
- 76% of those with chronic conditions say they would participate in a health/disease management program if a financial incentive were offered.
- 4 in 10 favored increasing government funding and incentives to support adoption of electronic medical records by doctors, hospitals and health plans (21% opposed).
- 1 in 3 favored a national program of financial incentives for doctors who follow scientifically proven approaches – 44% had mixed feelings, possibly reflecting a lack of understanding about what evidence-based medicine entails (23% opposed).
